Who it is for

Foundation

Use a field map, one worked scenario and explicit state vocabulary before independent construction.

Repair

Identify the failed evidence dimension, use the smallest mutated fixture and rerun only the affected gate.

Experienced

Compress definitions; require trade-off defense, counterexample analysis and changed-context transfer.

Prerequisites

Two scale features, two very different risks

Imagine a SaaS product running in one region. User latency is within the agreed target, recovery is tested, and there is no active contractual residency requirement. Its growth team also manages a moderate advertising budget manually. Leadership proposes two upgrades: active-active multi-region “because the product is scaling,” and an autonomous ad-buying system that can modify campaigns, bids, budgets, and targeting.

These are not one maturity decision. Multi-region changes availability, recovery, consistency, replication, residency, and failover ownership. Autonomous ad buying changes financial and audience authority: objective, budget, bidding, targeting, conversion signal, approval, stop-loss, and reconciliation. One axis can legitimately be PILOT while the other is NOT_NOW.

Cloud architecture guidance treats reliability, recovery, security, performance, and cost as explicit trade-offs rather than assuming that more regions are automatically better. [AWSWAF] The Google Ads API exposes campaign budgets, targeting, and bidding strategies, including automated bidding toward specified goals; those capabilities do not by themselves grant an external system unrestricted authority to create or mutate campaigns. [GADSBID] [GADSCAMPAIGN]

The lesson artifact is Multi-region/Ad Automation Risk Decision Matrix v1. Each axis records the problem, measured trigger, owner, guardrails, simpler alternative, evidence, and a bounded state: USE, PILOT, NOT_NOW, UNKNOWN, EVIDENCE_INCOMPLETE, OWNER_MISSING, REVIEW_REQUIRED, HOLD, PARTIAL, or DISPUTED.

Planned active time: 45 minutes.

HARD prerequisite — AWR-005

Entry checkpoint: before route diagnosis, state the relevant AWR-005 boundary in one sentence without guessing: technology adoption is not a maturity marker; before USE or PILOT, problem fit, a measurable trigger, operating ownership, a simpler alternative, migration/rollback cost, and an explicit review trigger must be evidenced. If you cannot state that boundary confidently, the checkpoint has not passed.

Bounded bridge: recover only that boundary; do not reconstruct the AWR-005 outcome. For any candidate capability, jot down those six items. If decisive evidence is absent, do not assume a positive state. After the bridge, repeat the checkpoint; do not enter route diagnosis until it passes.

SOFT prerequisite — AWR-006

Soft self-check: if you can state that AWR-006 contributes Portfolio Control / Creator Marketplace context while AWR-007 does not absorb its outcome, continue. Failure to recall this context does not block entry.

Soft bridge: retain only the boundary that AWR-006 contributes evidence relevant to the two Multi-region and Ad Automation decisions; you do not need to complete or reconstruct its outcome.

Diagnose what actually changed before choosing technology

Four diagnostic questions:

  1. If user count doubles but latency, availability, residency, and recovery objectives do not change, is multi-region automatically justified?
  2. If an API supports automated bidding, does that fact also grant authority to create campaigns or change budget and targeting?
  3. If ad spend rises while the conversion signal remains unstable, is greater autonomy the safer next step?
  4. If one market gains a residency requirement, does that necessarily imply global active-active replication for all data?

4/4 → Fast Path. 2–3 → Repair Path. 0–1 → Foundation Path.

The Fast Path compresses definitions, not the evidence bar. The Repair Path isolates the first failed dimension. The Foundation Path uses the full field map and a guided example. Every route keeps the two axes independent.

Route self-check: do not confuse growth with a requirement, vendor capability with local authority, or a positive state with evidence that has no accountable owner.

Mental model: requirement → evidence → blast radius → authority → alternative → decision

Use two independent flows:

Multi-region → availability/geography requirement → latency/recovery/residency evidence → replication/consistency/failover owner → simpler recovery alternative → USE / PILOT / NOT_NOW / HOLD

Ad Automation → campaign objective → budget/bidding/targeting/conversion evidence → automation permission/approval → spend guardrail/stop-loss/reconciliation → recommendation-only alternative → USE / PILOT / NOT_NOW / REVIEW_REQUIRED

Keep three authority layers separate:

LayerWhat it can establishWhat it cannot establish alone
External FACTWhat cloud and ad platforms can doWhether MAKNOW should adopt it now
Local evidenceThe requirement, owner, risk, signal, and limits in this caseUnrecorded organization policy
MAKNOW DESIGNRequired evidence and typed decision statesNew vendor or product facts

A need for a second region is not identical to a need for global active-active. Automated bidding is likewise not identical to autonomous campaign mutation.

Foundations: evidence required for each axis

Multi-region

Make these fields explicit:

  • user_geography: where are users or workloads actually located?
  • latency_requirement: what measurable limit matters?
  • availability_target: what target is agreed?
  • recovery_objective: what RTO/RPO must be met?
  • data_residency_requirement: which data is constrained by jurisdiction?
  • data_replication_model and consistency_requirement: what is replicated and with what semantics?
  • failover_owner: who operates failover and recovery?
  • operational_ownership_cost: what additional on-call, recovery-drill, replication, coordination, or ownership burden does the option create? Record the cost class without inventing a real price.
  • simpler_alternative: could backup, tested restore, CDN, read replicas, or a narrower regional pattern solve the need?

Cloud architecture guidance makes reliability, performance, security, operations, and cost trade-offs explicit. [AWSWAF] A region is therefore a means to a requirement, not a maturity badge.

Autonomous Ad Buying

Record at least:

  • campaign_goal;
  • budget_limit;
  • bidding_strategy;
  • targeting_scope;
  • conversion_signal;
  • automation_permission;
  • approval_required and approval_owner;
  • spend_guardrail and stop_loss;
  • reconciliation_owner;
  • operational_ownership_cost: what review, reconciliation, monitoring, incident-response, or financial-accountability burden is introduced?
  • progression_evidence: USE requires explicit evidence that the simulation/recommendation stage has been completed before advancing beyond PILOT.

The Google Ads API exposes campaign, budget, targeting, and bidding controls as separate surfaces. [GADSBID] [GADSCAMPAIGN] Your automation permission must preserve that separation instead of implying one unrestricted authority flag.

Build Multi-region/Ad Automation Risk Decision Matrix v1

Step 1 — Create two independent rows

Use MULTI_REGION and AD_AUTOMATION. Do not collapse them into a shared maturity score.

Step 2 — Separate requirement from growth

For multi-region, user growth or revenue alone is not a measured architecture requirement. Show what changed in latency, availability, recovery, residency, or continuity.

For ad automation, a larger budget alone is not authority. The campaign goal, conversion signal, targeting scope, and spend controls must also be evidenced.

Step 3 — State the blast radius and operating/ownership cost

Multi-region can increase replication, consistency, failover, observability, on-call work, and recovery-drill overhead. Ad automation can spend money, shift audiences, change campaign behavior, and add review/reconciliation work. Record an explicit operational/ownership cost class for each axis without inventing real prices.

Step 4 — Resolve ownership before a positive state

A positive multi-region state requires a failover owner. Where ad mutations require approval or financial reconciliation, the approval and reconciliation owners must be explicit.

Step 5 — Compare a simpler alternative

Multi-region alternatives include tested backup/restore, warm standby, CDN, or narrower regional read paths. Ad alternatives include recommendation-only systems or human-approved bid changes.

Step 6 — Never make the state stronger than the evidence

NOT_NOW, EVIDENCE_INCOMPLETE, OWNER_MISSING, REVIEW_REQUIRED, HOLD, PARTIAL, and DISPUTED are valid outcomes. They prevent complexity or spend authority from outrunning evidence. For Ad Automation, PILOT and USE have different evidence bars: USE additionally requires explicit staged simulation/recommendation evidence before autonomy advances beyond PILOT.

Step 7 — Record stop/pivot and governance triggers

Every decision needs conditions that force review, migration, escalation, or a stop/pivot: RTO breach, residency change, unstable conversion signal, CPA stop-loss, targeting-authority change, or failed reconciliation.

Worked example: the same scale story, different verdicts

This example is separate from the executable lab and does not pre-solve it.

Synthetic product SYNTH-SAAS-C runs in one region with a 99.9% target, regular restore tests, and p95 latency within the agreed limit. User count has grown 60% in three months, but RTO/RPO and residency requirements have not changed. User growth alone does not prove a need for global active-active. Capacity scaling, CDN, and stronger recovery drills may remain the simpler alternative, so NOT_NOW can be a valid multi-region state.

The same product now has material ad spend, a stable 90-day conversion signal, a clear campaign goal, targeting limited to two markets, a 10% budget-change bound, approval for material mutations, and a CPA stop-loss. That evidence may support a bounded PILOT for bid/budget automation without granting campaign creation or unrestricted targeting.

AxisPositive evidenceLimiting evidenceExample state
Multi-regiongrowth plus disciplined recoveryno new latency/residency/RTO requirementNOT_NOW
Ad Automationstable signal + budget/targeting bounds + approval/stop-lossno campaign creation or broad targetingbounded PILOT

The lesson is not that these verdicts are universal. The lesson is that axis-specific evidence produces axis-specific decisions.

Shortcuts that destroy decision quality

  1. “Traffic grew, so we need another region.” Repair: state the measurable requirement.
  2. “One market needs residency, so everything must be globally active-active.” Repair: separate data scope and jurisdiction.
  3. “Multi-region means higher availability.” Repair: model failure, replication, and failover ownership.
  4. “Automated bidding means autonomous campaign management.” Repair: separate bidding from budget, targeting, and creation authority. [GADSBID] [GADSCAMPAIGN]
  5. “Spend grew, so more automation is automatically better.” Repair: test conversion-signal stability and guardrails.
  6. “Human approval means no stop-loss is needed.” Repair: approval and runtime financial controls are independent.
  7. “The agent only changes budget, so targeting scope is irrelevant.” Repair: record exact permissions.
  8. “The baseline passed, so transfer keeps the same answer.” Repair: recompute changed constraints.
  9. “Vendor documentation defines our policy.” Repair: separate FACT from DESIGN authority.
  10. “NOT_NOW means immaturity.” Repair: when the trigger is absent, NOT_NOW is disciplined complexity and risk control.

Experienced bridge: use two state machines

If you already work in platform engineering or performance marketing, the value here is decision authority rather than tool taxonomy.

For Multi-region:

requirement → topology option → data/consistency impact → failover owner → recovery evidence → cost/complexity → state

For Ad Automation:

goal/signal → budget/targeting surface → permission → approval → spend guardrail → stop-loss → reconciliation → state

Two professional separations matter:

  • “The platform can do it” is different from “the product needs it.”
  • “Automation can optimize” is different from “automation is authorized to mutate spend and targeting independently.”

Avoid weighted scores that hide hard gates. Residency, missing ownership, unstable signals, or absent stop-loss can be hard blockers rather than small score penalties.

Trade-offs without a permanent winner

Single-region plus tested recovery vs Multi-region: the former is simpler and cheaper but may not meet strict RTO, residency, or continuity requirements. The latter can address specific failure/geography needs while adding replication, consistency, and operational complexity.

Warm standby vs active-active: standby can meet continuity needs with less coordination; active-active may solve tighter latency or availability needs but increases routing and data-semantics complexity.

Manual campaign management vs recommendation-only: manual control has clear authority but more latency. Recommendation-only automation can accelerate analysis without mutating spend.

Bounded automation vs unrestricted autonomy: bounded budget/targeting limits, approval, and stop-loss restrict financial blast radius. Broader autonomy requires correspondingly stronger evidence, authority, and reconciliation.

Guided and independent practice

Part A — Build the baseline without a prefilled final state

Open lab://AWR-007/AWR-007-LAB1. The baseline fixture contains visible evidence for both axes but leaves decisions null. Create an evidence file, preserve its exact shipped fixture_ref, and add only the decision metadata: state, rationale, stop/pivot condition, and governance triggers.

The checker binds evidence fields exactly to the shipped fixture. Fabricated evidence or an unknown fixture reference is rejected. CONSISTENT means rule-consistent only; it is not real infrastructure approval or authorization to spend money.

Part B — Diagnose mutations independently

  1. increase user count without changing latency, residency, or recovery requirements;
  2. add a residency requirement for one market while global active-active remains unnecessary;
  3. raise ad budget while the conversion signal remains unstable;
  4. permit automatic bid changes while campaign creation and targeting remain bounded and human-approved.

For each mutation, identify the invalidated assumption, consequence, and minimum repair or decision change.

Part C — Recompute transfer from its own evidence

The transfer fixture introduces contractual residency and stricter recovery objectives while ad spend becomes material and conversion data stabilizes. Multi-region may advance independently while ad automation remains bounded by spend authority and approval evidence. Do not copy baseline verdicts.

Verification: a reviewer must reconstruct each decision without guessing

For Multi-region, trace:

  1. problem and measured trigger;
  2. user geography and latency/availability targets;
  3. RTO/RPO;
  4. residency requirement;
  5. replication and consistency model;
  6. failover owner;
  7. failure guardrail;
  8. operational/ownership cost;
  9. simpler alternative;
  10. evidence refs;
  11. decision, rationale, stop/pivot, and review trigger.

For Ad Automation, trace:

  1. campaign goal;
  2. budget limit;
  3. bidding strategy;
  4. targeting scope;
  5. conversion signal;
  6. automation permission;
  7. approval requirement/owner;
  8. spend guardrail and stop-loss;
  9. reconciliation owner;
  10. operational/ownership cost;
  11. staged simulation/recommendation progression evidence when the proposed state is USE;
  12. simpler alternative and evidence refs;
  13. decision, rationale, stop/pivot, and review trigger.

If decisive evidence is missing, preserve a typed non-success state. The checker may not infer missing evidence or emit its own preferred answer.

Assessment and transfer

The summative assessment has four blocking parts:

  1. explain the owned AWR-007 boundary and name one adjacent non-goal;
  2. build Multi-region/Ad Automation Risk Decision Matrix v1 for the baseline synthetic fixture with two independent decisions and explicit operational/ownership cost evidence;
  3. diagnose “increase user count without changing latency, residency, or recovery requirements”;
  4. in a changed context with contractual residency/stricter recovery plus material ad spend and a stable signal, recompute both decisions independently.

The five critical rubric dimensions are identity_and_contract, exact_evidence_binding, negative_evidence, bounded_decision, and transfer.

AI may organize supplied synthetic evidence and execute deterministic checks. It may not invent owners, requirements, conversion stability, approval, budget authority, or production/ad-spend authorization.

Case studies

Lab files

Build Multi-region/Ad Automation Risk Decision Matrix v1 from visible synthetic evidence. The starter has no prefilled final decisions. Keep the Multi-region and Ad Automation axes independent, preserve the exact shipped fixture evidence, diagnose the four mutations, inspect fixture://AWR007-MISSING-EVIDENCE-01 for missing decisive evidence, and recompute the transfer fixture.

Run: python run_checks.py evidence/your_matrix.json

CONSISTENT means only that the submitted matrix exactly binds to the declared shipped fixture and satisfies the published CHECK_RULES.json. It is not production infrastructure approval, permission to spend advertising money, or a hidden answer key.

Consistency note: each positive axis records an explicit operational/ownership-cost class. Ad Automation USE has a stricter bar than PILOT and requires shipped-fixture evidence that the simulation/recommendation progression stage was completed. The checker never invents this evidence.

The missing-evidence case intentionally omits failover_owner. With exact fixture binding preserved, a positive Multi-region state must be rejected; the checker does not choose an expected answer, so you must record an allowed non-success state that fits the evidence.
