Refactor the broken orders starter into an encapsulated Fastify feature. Use the pinned Fastify dependency already supplied by the publisher environment. Do not require outbound network or a real external database. Keep ordersRepo feature-local, add trusted route schemas, replace the repository in tests, use in-process injection for the bounded API test, and close owned resources. Complete the evidence record and the independent shipments transfer. Hidden expected rows are not included.
