# PLN-024 Lab — Account Health & Quota Guardrail

Offline only. No API keys and no network calls.

2. Read `evaluator.py` and identify the precedence of provenance/freshness, auth, restriction/permission, and quota/rate signals.
3. Run `python run_checks.py`.
4. Change one decisive field at a time and explain why the next action changes.
