Use the eight synthetic cases to implement `build_ledger_row` in `starter.py`. Keep NOW/NEXT/LATER/DEFERRED separate from typed non-success states. Do not infer a universal horizon length or commitment threshold. Expected decision labels are intentionally hidden from the learner package.
