# PLN-004 Lab — Opportunity Dossier and Next Action

Use only the supplied synthetic records. Implement `evaluate(case)` in `starter.py` so it returns a bounded dossier decision. Do not invent missing source evidence, urgency, budget or authority. A valid active case must expose exactly one primary next action; a case with no executable action may instead be BLOCKED/DEFERRED when a finite recheck condition exists.

Run `python run_checks.py`. The learner checker verifies shape and safety properties only; hidden expected labels remain outside learner-publishable roots.
