Offline deterministic lab for Learning & Product Event Taxonomy Governance Contract v1. Run `python run_checks.py`. Inputs are synthetic; there is no network or real learner data. The gate never auto-promotes a taxonomy: the strongest baseline result is `TAXONOMY_REVIEW_REQUIRED`.
