# LOC-015 Learner Lab

Implement `evaluate(case)` in `starter.py` using only the visible synthetic evidence.

Return these fields: `capability_state`, `authorization_state`, `request_state`, `delivery_state`, `observed_state`, `readiness_state`, `decision`, and `reason`.

Do not infer READY from request issuance, packet construction, delivery alone, or heartbeat alone. Keep adapter capability, enablement, authorization/privilege, network delivery, liveness, and application readiness as separate gates.
