# LOC-013 Learner Lab

Implement `evaluate(case)` in `starter.py` using only the visible synthetic evidence.

Return these fields: `grant_state`, `actor_state`, `target_state`, `action_state`, `scope_state`, `time_state`, `decision`, and `reason`.

Do not infer authorization from authentication or administrator status. Check actor generation, target node, action allowlist, resource/parameter scope, conditions, lifetime, revocation, and replay semantics independently.
