# AWR-005-LAB1 — Offline Native/Billing/Tenancy Decision Lab

Choose one shipped fixture, copy its three evidence objects exactly into `decision_matrix.template.json`, then author only `decision_state`, `rationale`, `review_due`, and `stop_or_pivot_trigger`. Run `python run_checks.py <submission.json>`. The checker validates exact fixture binding and the visible rules in `CHECK_RULES.json`; it does not store an expected decision. Each shipped evidence object includes visible `authority_refs`; keep them unchanged so the checker can verify the FACT source/claim trace and the shared DESIGN trace.

Use typed non-success states when decisive evidence is missing. `NOT_NOW` requires a measured absent trigger, not unresolved evidence. No credentials, provider accounts, cloud mutation, billing transactions, app publication, or customer data are used.
