# ARC-016 Lab — Cost Ledger & Allocation Contract v1

Run `python run_checks.py` offline. Inspect each fixture and explain why the returned typed state is no stronger than its evidence. Then rebuild the allocation rows yourself, including per-target proportional amounts. Do not invent a missing owner or approval merely to eliminate residue.
