Implement a bounded evaluator for the eight synthetic transfer fixtures. Treat the server-confirmed acknowledged range as transport authority after interruption, reject chunks that do not start at the next expected byte, keep partial candidates non-runnable, restart expired or identity-mismatched sessions, and publish only when final size and digest both match the target. Do not infer license permission, scheduler placement, or runtime health from a successful transfer.
