# AIE008-LAB1 — Budget Governor and Circuit State

Implement `evaluate(case)` in `starter.py`. Return exactly these keys: `budget_state`, `quota_state`, `circuit_state`, `retry_state`, `usage_evidence_state`, `fallback_state`, `final_action`, `reason_class`.

Rules: keep quota/budget/circuit reasons independent; `Retry-After` does not create retry budget; hard-budget precheck uses `worst_case_next`; fallback also needs worst-case fit; actual usage overrides an earlier estimate for post-call state. Do not access any private verification or solution path.
