Offline synthetic lab. No API key, billing account, network access or production data is used.

Run `python -B run_checks.py`. The evaluator checks usage integrity, dated price/model/provider/tier binding, explicit allocation, unit-cost recomputation, budget thresholds and changed-context transfer. Unit prices are synthetic teaching values.
